Byinshi k’ubucuti abantu bagirana n’inkomoko nyayo yabwo!

Perezida wa Repubulika Paul Kagame yerekanye ikizatuma umwirabura agira agaciro kamukwiriye

Small business operators want better roads, markets

With the 2012/2013 financial year coming to end in less than two months, citizens are full of expectation for better times ahead; they are looking forward to programmes that will improve their lives. Triphomus Muyagu caught up with small business operators and now brings you their suggestions:

The 2013/2014 budget should focus on improving feeder roads so that rural farmers can access markets, especially in Kigali. It should also ensure that we get fertilisers at subsidised prices to boost agriculture production and increase the base for agricultural exports.

This year has been good for me. I got a loan and started a business, thanks to the government programme that promotes access to financial services. I expect the 2013/2014 financial year budget to focus on the production sectors and create avenue for the youth to start enterprises to reduce poverty.

I am expecting the 2013/2014 budget to focus on economic transformation, especially through availing more funding to the agricultural sector. Government programmes in 2013/2014 budget should be more practical.

I hope this is the right time the government should do all we have been waiting for. We have complained about hawkers and having a limited market for our goods for long. The  government should address these concerns in the coming budget. It should also provide money for skills’ development, especially in financial management and bookkeeping for small-and-medium business operators. We hope the 2013/2014 budget will help expand markets for goods and open doors for more business people to invest in the country. We want the government to encourage more investors to set up small industries to produce household products locally and stop importing. This way, we will not be taxed highly.

The 2012/2013 budget helped us gain capacity, creativity and innovativeness. We were also able to access loans that have boosted our businesses. So, to cement this achievement, the next budget should invest in technical education to enhance hands-on skills, especially for the unemployed youth. It should also allocate money to expand markets for locally-made goods and services.

‘New budget should focus on energy, skills devt’

Financial institutions want the forthcoming national budget focus more on rural electrification and programmes that will equip people with financial management skills. 
 

“The next national budget should put emphasis on financial capacity building in the banking sector by conducting more professional financial management trainings. This is because if money is not handled professionally, the result might be catastrophic to the whole economy,” Francis Mworozi, the chief accountant at the Development Bank of Rwanda (BRD), noted in an interview with Business Times.
 

He added that the forthcoming budget must address the issue of investment loans.
 

“Many times people can’t access loans because they have no collateral. The budget should focus on how to address this problem.”
 

“It’s only when people can access loans easily that they can meaningfuly participate in economic development,” Mworozi said.

Peter Rwema, the director of research and development at the Association of Microfinance Institutions of Rwanda, said the 2013/2014 budget should allocate more funds to develop the energy sector. “As micro-finance, our area of operation is mainly rural and, therefore, to extend our financial services to the rural communities, the question of electricity has to be solved first. This will help improve our operations, especially through computerisation,” Rwema said.

He noted that if rural electrification is prioritised, people’s desire to start income-generating activities would multiply.
 

“When people have electricity, they will automatically need financial services so that they can start up business. This is another area where micro-finance institutions would benefit from. These institutions use computers and other software that need electricity. Therefore, investing in the energy sector will make the difference.”

Mushikiwabo to UN: Enhance civilian protection

Rwanda’s Minister of Foreign Affairs and Cooperation has urged the United Nations Security Council (UNSC) to invest more energy in the prevention of conflicts for better protection of civilians living in conflict-torn areas.

Louise Mushikiwabo made the call during an open debate on the protection of civilians in armed conflict which the UNSC held in New York on Tuesday.

“Rwanda’s core message today is that enhancing the protection of civilians in armed conflict requires action before a conflict starts. The proliferation of non-state armed groups makes civilian protection both more urgent, and harder to achieve,” she said.

For better protection of civilians in armed-conflict areas, the minister emphasised the need to increase investments in professionalising the military and police forces through adequate training.

“Only when the leadership of armed forces shares the international community’s preoccupation with civilian protection will decisive progress be made,” she said.

Rwanda assumed its seat at the UNSC as a non-permanent member in January, replacing South Africa.

The country was subsequently assigned to chair two vital subsidiary organs of the council which are the committee established to enforce sanctions of arms embargo, travel ban, and assets freeze imposed on Libya, as well as an ad hoc working group on prevention of conflicts in Africa.

Mushikiwabo said civilians in troubled Syria, Sudan, South Sudan, Mali, and the Democratic Republic of Congo are at serious risk today and warned the Security Council that it might face new situations of armed conflict in the months and years ahead.

But she pledged Rwanda’s support in peacekeeping efforts in the world, a task she said should be neither costly nor controversial if it were approached with a sense of preventing conflicts before
they happen instead of resorting to last-minute military solutions.

“In line with the lessons we learned rebuilding Rwanda after Genocide, we do not approach peacekeeping as an exclusively military task. We believe that early peace building is critical to the success of these missions, and that adequate resources should be directed to complement uniformed personnel as they fulfill their mandate to protect civilians,” she said.

At the UNSC’s debate on the protection of civilians, Mushikiwabo highlighted some of the cost-effective practices being pioneered by Rwandans, including the introduction of made-in-Rwanda energy-efficient stoves to help the people living in Darfur, Sudan, reduce the risk of brutal attacks and rape that often threaten them when they go deeper in the forests looking for firewood.

Rwanda has also recognised the potential of investing in training female peacekeepers, the minister said, because they are often better able to intervene in specific situations such as fighting gender-based violence and raise awareness to protect  women and children in communities where they serve.

Rwanda, the world’s sixth largest contributor of peacekeepers, maintains military and police peacekeepers across the world, notably, in Sudan, South Sudan, Haiti, Ivory Coast, Guinea Bissau, Sierra Leone and Liberia.

The country has more than 3,200 soldiers in Darfur serving under the African Union-United Nations Hybrid Operation in Darfur (Unamid), and over 850 troops in the United Nations Mission in South Sudan (Unmiss).

Also a leading contributor of female police officers to UN peacekeeping missions, Rwanda maintains about 470 police peacekeepers, including 130 women, in different missions.

"Au moins vingt personnes, dont trois femmes et huit enfants, ont été tuées dans un bombardement du village Qahtaniyé, dans la province de Raqa", a indiqué cette organisation qui bénéficie d'un large réseau de militants et de médecins à travers le pays.
"Des dizaines de personnes ont été blessées dans ce hameau de Qahtaniyé, dont toute une famille. Elles ont été transportées à l'hôpital sur des motocyclettes car il n'y a pas de voitures en état de marche par manque d'essence", ont affirmé des militants de Raqa News Network sur une page Facebook.
Raqa a été le théâtre d'une escalade ces derniers mois lorsque les rebelles ont lancé plusieurs opérations dans cette province proche de la frontière turque.
Mais, précise l'OSDH, les victimes sont tous des paysans. "Pour être clair: il n'y a pas de Front al-Nosra, ni de groupes rebelles réellement organisés dans ce secteur, ce ne sont que des paysans", a précisé Rami Abdel Rahmane, directeur de l'OSDH.

Workers of a renowned Kampala-based rural electrification consulting firm Sunday went on rampage and held their employers captive in protest of non-payment of salary and wages for the last six months.

The irate staff swiftly locked up the manager of Cable-Sult Civil and Electrical Engineering Company in his office on Friday and only released him on Monday.

The Director Finance and Technical, Mr Wycliff Ssebanulidde, was also put under lock and key when they failed to pay the workers on time as usual.

The furious employees accused their bosses of lending deaf ears to their complaints and requests for payment of the money they worked for in order to celebrate the festive season.
They said their bosses had been adamant to pay them for the last six consecutive months.

The demonstrating workers said they had been fixing electric poles in Kanungu, Kasese, Mbarara, Kamuli and Busunjju districts for the last six months without payment, with the firm promising to clear their arrears soon but to no avail.

“We have decided to go on strike because these people (firm) are not paying us yet we need to shop for Christmas and meet the high expectation of our families,” complained a worker who preferred anonymity.

However, the barricades positioned by the workers on the roads surrounding the firm attracted the attention of Police who promptly swung into action and tried to remove them and find solution to the problem only to be met by stiff resistance from the demonstrators.

Police later found a middle ground with the workers, removed the barricades and released Ssebanulidde whom they ordered to address the workers and tell them when he would pay them.

Addressing the rioters, a shaken Ssebanulidde promised to pay the workers all their accumulated arrears that very day but asked for time to compute their actual wages which was granted.

Under the watchful eyes of the workers and police, Ssebanulidde later paid the workers at around 3:00pm after computing their salaries.

The workers then left the firm's premises delighted and praised the Police for coming to their rescue.

More flood misery for thousands of people over the festive period

Swathes of South-west cut off after worst seasonal weather in living memory




Thousands of people face a struggle getting home in time for Christmas with more heavy rain forecast to cause further flooding today, causing travel disruption across the country.

The wettest festive weather in living memory continued with renewed downfalls in the South-west last night. The rain is expected to spread over much of southern Britain raising the flood risk as it adds to already swollen watercourses and saturated ground.
The usual Christmas Eve retail boom is still expected today, with an estimated 17.2 million people – 36 per cent of the adult population – hitting the shops. They will spend at least £1.3bn between them, according to research from Sainsbury's Bank, up from an expected spend of £1bn last year.
But in many places other people will have more pressing concerns, such as keeping floodwaters out of their homes and managing to get to their Yuletide reunions with relatives in spite of severe problems on roads and rail.
Flooding has been so bad in the South West that First Great Western advised passengers not to try to travel west of Taunton unless their journeys were essential.
Symbolic of the worst of the problem has been the damming exercise on the London-to-Exeter railway line at Cowley Bridge, near Exeter in Devon. Engineers, rescue crews and Network Rail staff have struggled to prevent the line, which runs along the River Exe floodplain, being overwhelmed by the swollen river.
Plastic water-filled dams have been used for the first time in this country to prevent the line, now closed until after Christmas, from being swept away entirely. It is already thought to have suffered damage. "When the water has receded we will walk the line and see what we need to do to re-open it," said a Network Rail spokesman. "It is more than likely the water will have washed away a lot of the ballast – the crushed granite the railway line sits on."
Rivers in the South-east, Midlands and North-east will continue to rise over the next few days, with the Severn in Worcester set to peak at 5.3 metres last night, more than double its usual level. The Environment Agency has sent out over 110,000 warnings to people at risk of flooding since last Wednesday.
Latest figures show around 400 properties have flooded since then, making for the most dismal pre-Christmas period imaginable for the householders, although flood defences have protected 20,000 more properties across England and Wales, including 4,000 in Cornwall.
Dozens of communities across the country were affected by floods over the weekend, in the South-West in particular, with Lostwithiel in Cornwall and Barnstaple in North Devon among the worst hit, along with parts of south Wales.
Emergency services rescued people swept away in their cars and in Umberleigh, near Barnstaple in Devon, a woman was saved by a lifeboat after she was found clinging to a tree on the banks of the swollen River Taw.
Robin Gisby, director at Network Rail, said: "We apologise to passengers who have had their journeys disrupted at this busy time and we are doing all we can to keep things moving. However, safety is our priority."
The roads were also affected by flooding, with the eastbound A27 near Chichester and westbound slip road to Reading services on the M4 both closed.

50 things to do before you leave university


University is a very special time in your life. There are some incredible opportunities for personal growth. And also for being very, very silly. How many have you already done?
1. Feed the campus wildlife
2. Have an epic karaoke night at your house using just YouTube, booze, and your natural star quality
3. Go on a date with someone you would normally say no to - give them a chance
4. Hand in an essay early
5. Busk on campus for a charity (even if you have zero talent)
6. Teach someone something
7. Read a book that isn't study-related

10. Drive to a beach. Swim. (If your uni is miles away from the coast, you'll just have to stay over)

  • For Nick McIvor, a maths teacher at St Marylebone Church of England girls’ school in central London, there is no such thing as an average day at work.
  •  He is responsible for ensuring pupils engage with new concepts and learn quickly. To achieve this, teachers strive to make lessons as relevant and exciting as possible. “I want to explain maths to kids who don’t know how great maths is.”
According to the Teaching Agency, highly qualified graduates are increasingly switching on to this challenging and rewarding profession.
 More than seven out of 10 new trainee teachers now have a high-quality degree. In maths alone, 62 per cent had a 2:1 degree or higher in 2012, compared to 51 per cent in 2010.McIvor’s 2:1 in maths from the University of York has put him in good stead. “I’ve been surprised by how much of the higher level maths I draw on,” he says. “I reference obscure bits of mathematics. I’m trying to give students a sense of ‘wow, I didn’t know that’.”Routes into the profession include conventional training courses and the new school-led School Direct route. Today’s trainees could also receive a tax-free training bursary of up to £20,000 and the average starting salary for teachers now stands at £23,010. It’s a rewarding career that offers exciting challenges and encourages talented individuals to excel.McIvor’s path was unusual. “After university, I went to drama school and spent 10 years working as an actor and a writer,” he explains.He retrained as a teacher – and his background has nurtured a unique approach in the classroom. “I’ve been teaching my students to say their times tables backwards while doing a silly juggling routine.

 It’s a technique you use to give authenticity to people’s acting. I’m playing the same game – I’m trying to distract students from the thing they're learning so that the thing I want them to do becomes natural.”McIvor’s rise as a teacher has been meteoric. Securing his first permanent teaching job in 1997, he had progressed to head of maths and ICT by 2000.

He puts his success down to enthusiasm: “Kids do maths because they have to. My job is to open their minds and convince them that maths is a subject that presents fantastic opportunities.”Why not use your maths expertise in teaching? Ibipimo by'imiyoborere  myiza mu Rwanda byashyizwe ahagaragara na Gar-up


IKigo k’igihugu gishinzwe imiyoborere RGB, kiratangaza ko kemeranya n’ubushakashatsi bwakozwe na Gar-Up ku bipimo by’imiyoborere myiza mu Rwanda. Gar-Up igaragaza u Rwanda ku mwanya wambere ku isi mu kugira umutekano no kumwanya wa kabiri ku isi mu bihugu bitamunzwe na Ruswa.
Umuryango Gar-up mu bushakashatsi bwawo wise Global state of Mind,cyangwa se uko ibipimo biranga imiyoborere myiza bihagaze ku isi, ubigaragaza ukoresheje ibipimo by’igihugu kandi ukanashingira ku bitekerezo by’abagituye.
Mu bipimo bigera kuri birindwi uyu muryango wifashisha, mu bijyanye n’umutekano u Rwanda ruza ku mwanya wambere ku isi n’amanota 92% naho mu kurwanya ruswa rukaza ku mwanya wa kabiri kukuba rutaramunzwe na ruswa kuko ibarirwa kuri 12% mu nzego za Leta.
Uretse iyi myanya ibiri rugaragara ko ruza imbere, ahandi nko mu mibereho myiza no kubona imirimo usanga ruza mu myanya yo hagati, gusa bikagaragaza ko uburyo bwifashishijwe ku bubaka inzego bwatanze umusaruro.
Umusaruro icyakora na none ugikemangwa bitewe n’uko hari inzego kandi za leta zikivugwamo ruswa, imitangire ya serivise itanoze ndetse n’ubushobozi bw’abakozi budahagije.
Prof. Shyaka Anastase, umuyobozi w’ikigo k’igihugu gishinzwe imiyoborere RGB, nawe yemeza ko hari ahakigaragara icyuho, ariko akagaragaza ko byerekana icyirekezo u Rwanda rufite ndetse n’uruhare rwaburi wese. “Ruswa kuba ihari irahari ariko nta bwo twayirangiza mu munsi umwe ariko kandi nta bwo twaryama ngo tudamarare twisinzirire ngo karabaye twararangije. Ni rwa rugendo turimo ariko tuzi aho tujya.”
Ku mwanya wa kabiri mu bijyanye n’umutekano haza igihugu cya Georgia, Katari igakurikira hamwe na Singapour iza ku mwanya wa kane,ari nayo ihita iza ku mwanya wambere mu bihugu bitarangwamo ruswa ikabije n’amanota 5%.

More and more talented graduates are choosing to teach maths and fulfilling their ambition of securing a rewarding and challenging career

  • For Nick McIvor, a maths teacher at St Marylebone Church of England girls’ school in central London, there is no such thing as an average day at work.
  •  He is responsible for ensuring pupils engage with new concepts and learn quickly. To achieve this, teachers strive to make lessons as relevant and exciting as possible. “I want to explain maths to kids who don’t know how great maths is.”
According to the Teaching Agency, highly qualified graduates are increasingly switching on to this challenging and rewarding profession.
 More than seven out of 10 new trainee teachers now have a high-quality degree. In maths alone, 62 per cent had a 2:1 degree or higher in 2012, compared to 51 per cent in 2010.McIvor’s 2:1 in maths from the University of York has put him in good stead. “I’ve been surprised by how much of the higher level maths I draw on,” he says. “I reference obscure bits of mathematics. I’m trying to give students a sense of ‘wow, I didn’t know that’.”Routes into the profession include conventional training courses and the new school-led School Direct route. Today’s trainees could also receive a tax-free training bursary of up to £20,000 and the average starting salary for teachers now stands at £23,010. It’s a rewarding career that offers exciting challenges and encourages talented individuals to excel.McIvor’s path was unusual. “After university, I went to drama school and spent 10 years working as an actor and a writer,” he explains.He retrained as a teacher – and his background has nurtured a unique approach in the classroom. “I’ve been teaching my students to say their times tables backwards while doing a silly juggling routine.
 It’s a technique you use to give authenticity to people’s acting. I’m playing the same game – I’m trying to distract students from the thing they're learning so that the thing I want them to do becomes natural.”McIvor’s rise as a teacher has been meteoric. Securing his first permanent teaching job in 1997, he had progressed to head of maths and ICT by 2000. 
He puts his success down to enthusiasm: “Kids do maths because they have to. My job is to open their minds and convince them that maths is a subject that presents fantastic opportunities.”Why not use your maths expertise in teaching?
